Media Advisory on Nominations Hearing

WASHINGTON, D.C.—On Thursday, February 27, 2003, Senate Governmental Affairs Committee Chairman Susan Collins (R-ME) and Ranking Member Joe Lieberman (D-CT) will hold a Committee hearing to consider the nominations of Janet Hale to become Under Secretary for Management at the Department of Homeland Security, the Honorable Clark Kent Ervin to become Inspector General of the Department Homeland Security, and Linda M. Springer to become Controller of the Office of Federal Financial Management at the Office of Management and Budget. ___

The Honorable Clark Kent Ervin currently serves as Acting Inspector General of the Department of Homeland Security. Previously, Mr. Ervin served as Inspector General of the Department of State and the Broadcasting Board of Governors (2001-03) and as Deputy Attorney General of Texas, General Counsel, and Director of Administration in the Office of the Attorney General of Texas (1999-2001). Earlier in his career, Mr. Ervin served as Assistant Secretary of State of Texas (1995-99), as a lawyer with Locke, Liddell, and Sapp, L.L.P. (1993-95), as Associate Director for Policy in the White House Office of National Service (1989-91) and as a lawyer with Vinson & Elkins (1985-89). Mr. Ervin holds a J.D. from Harvard University, a B.A. and M.A. in Politics, Philosophy, and Economics from Oxford University, and a B.A. in Government from Harvard University. ___

Janet Hale, nominated to become Under Secretary for Management for the Department of Homeland Security, has served as Assistant Secretary for Budget, Technology and Finance and as Senior Advisor to the Secretary at the Department of Health and Human Services (2001-03), as Associate Administrator for Finance in the House of Representatives (2000-01), as Vice President for Legislation for the United States Telephone Association (1995-98), and as Executive Vice President of the University of Pennsylvania (1993-94). Earlier in her career, Ms. Hale was Program Associate Director at the Office of Management and Budget (1989-93), Assistant Secretary for Budget and Programs at the Department of Transportation (1986-89), and Special Assistant to the Secretary and later Deputy Assistant Secretary of Housing at the Department of Housing and Urban Development (1981-86). Ms. Hale holds a Masters in Public Administration from Harvard University and a B.S. degree from Miami University. ___

Linda M. Springer, nominated to become Controller, Office of Federal Financial Management, Office of Management and Budget, is currently Counselor to the Deputy Director for Management at the Office of Management and Budget. Previously, Ms. Springer served in a number of executive capacities with Provident Mutual, including as Senior Vice President and Controller (2001-02), Vice President and Controller (1996-2000), Assistant Vice President and Actuary (1995-96), and as Actuary (1992-95). Prior to that, she served in various capacities at Penn Mutual Life Insurance Company including as Vice President and Product Manager (1990-92), Assistant Vice President and Product Manager (1987-90), Executive Assistant to the President (1986-87), and in various actuarial positions (1979-86). Earlier in her career, she served as Staff Associate with Coopers and Lybrand (1977-79). Ms. Springer holds a B.S. degree from Ursinus College.
