Chairman McCaskill Letter to John McHugh, Secretary of the Army

Today, Chairman McCaskill sent a letter to Secretary of the Army John McHugh regarding its investigation of fraud in the Army Recruiting Assistance Program (ARAP).  ARAP was a recruitment program designed to increase Army, Army Reserve and National Guard participation through monetary incentives.  Reports indicate that up to $92 million may have been distributed fraudulently to Reserve and Guard recruiters.
