The purpose of this hearing was to examine the factors that influence improper payments in Federal agencies’ disaster assistance programs and the ability of agencies to identify improper payments and recoup funds from recipients of assistance. The hearing examined how agencies with a role in disaster response and recovery are improving their abilities to better track funds, identify improper payments, and implement plans to recoup funds. We discussed whether current standards for identification and recoupment of payments are adequate.
