SENATOR COLLINS SAYS FIRST DHS “BOTTOM-UP REVIEW” FALLS SHORT AS ROADMAP FOR THE FUTURE

WASHINGTON – The Department of Homeland Security has completed its first-ever Bottom-Up Review, which was intended to align the Department’s programs and organizational structure with the strategic goals identified in the Quadrennial Homeland Security Review (QHSR). Accordingly, the review was anticipated to help DHS set priorities for its FY 2012-2016 budgets.

“The Department’s bottom-up review has identified some actions that DHS plans to take to enhance the nation’s security, including steps that would eliminate unnecessary duplication and inefficiency in DHS operations,” said Senator Susan Collins, R-Me., Ranking Member of the Senate Homeland Security and Governmental Affairs Committee. “Despite these positive results, the review is disappointingly short on the programmatic and organizational details that would be necessary for it to serve as a roadmap for advancing the goals outlined in the QHSR.”

The document will be publicly released next week, but various members of Congress were given advanced copies of the review.
